"The key to the understanding of this building is to be found in the integration of structure and glazing on a functionally organized planning grid. One of the world’s largest reinforced concrete buildings, its four storeys were almost entirely enveloped in glass. The main working areas are four storeys in height and galleries on mushroom-headed columns define these parts. The external result is architecturally somewhat confused but the total effect is confidently stunning."
