The complex of courthouse, jail and sheriff's residence for Cass County, North Dakota, was built between 1904 and 1913. Architect C. E. Bell of Minneapolis, MN designed the courthouse. The detached jail and sheriff's residence, though identical in materials and style, were added in 1913 by another designer. Both of those buildings have been demolished. Two lateral courthouse extensions (on the north and south) were added by The Image Group, Architects, of Moorhead, MN.
Charles Emlen Bell was an important regional designer of public buildings.
